A Traffic Guidance Scheme (TGS) is a detailed, site-specific plan that illustrates how traffic, pedestrians, and workers will be safely managed around a worksite or temporary road condition. It forms part of the overall Traffic Management Plan (TMP) and provides the visual layout of all required traffic control devices, signage, cones, barriers, and delineation in accordance with Transport for NSW (TfNSW) and Austroads standards.

The TGS is designed to ensure the safe and efficient movement of vehicles and pedestrians through or around a work area, while maintaining compliance with legislative and industry requirements including:

TfNSW Traffic Control at Worksites Manual (Latest Edition)

Austroads Guide to Temporary Traffic Management (AGTTM)

AS 1742.3 – Manual of Uniform Traffic Control Devices, Part 3: Traffic Control for Works on Roads

SafeWork NSW – Work Health and Safety (WHS) Regulations

Purpose

The purpose of the Traffic Guidance Scheme is to visually communicate the temporary traffic arrangements, allowing all road users to navigate safely and enabling work activities to proceed with minimal disruption and risk.

Key Components

Each TGS includes the following key details:

Site layout and orientation, including lane configurations, road widths, and work zone boundaries.

Traffic control devices, such as warning signs, cones, bollards, and barricades positioned at compliant distances.

Signage sequence and spacing, based on posted speed limits and road environment.

Taper lengths, buffer zones, and safety clearances in accordance with AGTTM Part 4 and AS 1742.3.

Pedestrian and cyclist provisions, including temporary footpaths, detours, and crossing points.

Vehicle access and egress points for site vehicles, deliveries, and plant movements.

Aftercare and reinstatement details, indicating how the site will be restored or monitored after active works.

North point, legend, and drawing scale for accurate interpretation by site crews and approving authorities.

Objectives

The TGS aims to:

Maintain safe and efficient traffic flow around the work area.

Provide clear and consistent guidance to all road users.

Ensure compliance with TfNSW and Austroads requirements for temporary roadworks.

Support on-site safety by reducing exposure to live traffic and minimising potential conflicts.

Facilitate approval and coordination with relevant authorities such as TfNSW, Local Council, and NSW Police.

Outcome

A compliant TGS provides the foundation for effective on-site implementation of the Traffic Management Plan, ensuring that all personnel, signage, and devices are installed in accordance with approved drawings, risk assessments, and safety procedures.
